Hannah Wolfe ac63621fe7 Update tags & foreach to respect visibility
refs #6165

- adds lodash.pickby@4.4.0
- new helper util for understanding a visibility attribute
- generalises visibility handling for `{{tags}}` helper
- adds visibility handling to `{{foreach}}` helper
- adds tests which check behaviour + labs flag
