Added hasFeature email template helper (#20271)

- adds a new `hasFeature` helper for adding content behind a flag within
Email Templates.
- Usage: `{{#hasFeature 'flagname'}} <p>html behind flag</p>
{{/hasFeature}}`
- Added additional testing for testing the helpers
