Added @tryghost/in-memory-repository (#16769)

This is the first pass at an abstract class for our in-memory repository
implementations. It's based off of the existing implementations and
should speed up local development and deduplicate code

## Usage
## Develop
This is a monorepo package.
Follow the instructions for the top-level repo.
1. `git clone` this repo & `cd` into it as usual
2. Run `yarn` to install top-level dependencies.
